Linda Carter serves as the Chief Administrative Officer of the City of Erlanger. The primary role of this position is to oversee all City departments. She accomplishes this through working with the leaders, or department heads, of each department. Ms. Carter reports to the Mayor and City Council on matters or business concerning the City.

Linda Carter became Erlanger's City Administrator in December 2007. Prior to that, she served as Erlanger's City Clerk for eight years. Ms. Carter serves as the representative for the Kentucky Public Human Resources Association (KPHRA) and is on the Kentucky League of Cities (KLC) Board of Directors. She is a member of the Kenton County Managers Group and is the Chair of the Northern Kentucky 911 Funding Committee.
